So the new "civilizations are only a first generation because reproduction does not occur. However if there are mutations to essentiall "clone" one's self then the genetic structure would be immensily inferior to that of a human as things such as diseases mutants could never build up resistences to. So in other words this is an apocalyptic world filled with dum people with the IQ of less than 80.
