It is just too soon to really know what way things will go. You said that both your cousin and his girlfriend have other children they do not have custody of. Is this because they lost their parental rights or just by their own decision? If they have lost parental rights on other children, then the CWs/judges will look closer at the option of letting the case go to adoption, but does not necessarily mean this will happen.

In your case, I would guess that both parents will be required to attend an inpatient treatment for the drug use. They will be tested for drugs on a regular basis and if they pass the drug tests for a period of time, they very likely could get to RU. This is going to be a long and bumpy road if you get to foster the baby.

Keep in mind that the CW (system) is going to do whatever they can to RU the baby with his parents. If either parent shows the littlest progress in their case plan, they will drag this out for months.

Also, it depends on whether or not your cousin and his GF will choose the drugs or the child.

I have heard of cases that went right to TPR because the bios simply refused to go to rehab. So, do you think they will get off the drugs to get baby back? The answer to that question will tell you a lot about where the case will go.
